madebetween < and <=. 25 is fineable, and 19 as well. it isn't
<=25 but >=25

what is 19?  I can have 18 year olds and 20 year olds but none 19?  What does
that mean?
how about just saying what age you can't go above in the minors and leave it at
that.  As I re-do my roster for the 3rd time.

Just to get this straight, Ahmad will play for minors salary for 8 years, but
he can't play on the juniors team for more than 4 years without getting fined??
 That doesn't make much sense.

19 Is TR, and he can play for 6 years on your mnor teams, until he's 25, and
then you have to decid what to do with him, either put him in your major or cut
him.

Your putting a limit on TR level?

So a 20 year old with a 20 training, can't play on Juniors? 
  please justify that in the name of realism?

in the name of realism :

1- if a player has 20tr and he isn't worth playing on your major will he be
worth playing on your major one day?

2- have you heard of anything called training level in reality?

3- do you see often a player who stops progressing at the age of 22?

AJ, we aren't pretending to have full realism, but we are trying to be as close
as we can. you want full realism? that's ok with me, than we'll just have to
fine every one over 21. would that be a better idea for you?

i am part of the hockey canada administration team, and i know how rules work
in sports. no players out of the category can play in it, except for the last
and first categories where you can allow 3 players (under 5 of age, and over
18) any team that doesn't follow this rule, pays a fine per player and is
suspended for a few games. we can do that if you want us to.

Serge-
  you mentioned Canada.  Most Canadian soccer clubs have a multi-tiered
breakdown.

premier 
1st division
2nd division
3rd division (sometimes down to 5th or 6th div)
U-21
U-18
old boys (sometimes two or three teams here)
   I'm sure you know that
It's not just premier and U-21.

  As for training level- yes, people do still progress even after a 20
training, if they are young enough.  I've seen attributes go up two points,
over a few seasons with good camps and end of season aging- despite showing a
20 TR.

  Thats like saying no FWDS with SH less than 6, because I  don't think they'll
be any good.
