Im wondering how I can (if I can) effectively set my lineup without having to
change the roster order each game. I tried using the "player options" and
setting my starters for X percent, as per the help pages.
The only problem was, when a starter was under that percentage, I seemed to
have no control over what player started in his place. How does the sim decide
which player will start in place of a tired player? Does it just take the top
reserve on the roster?

if you are playing 4-3-3 for example, the sim will take your first 4 defenders
whose rest is over the rest limit that you chose for them. if no player's rest
has been selected, the sim will select for you, and that applys to all players
under rest limit.
there is a lot of ways to fix your orders without changing them all the time.
it depends on your tactics and the number of talented players that you have on
each position. as i already said in the other thread, you can ask me for a
closer look and i'll give you an option for that too.
