This feature use to be available, but it was commonly decided to stop it cos
some of the offers (or I should say many) of the offers where ridiculous. That
forces everyone to send an email first to offer the trade, negotiate it, and
then send it thru the sim once both coaches have agreed to it

It wasn't stopped because of uneven trade offers (those still happen all the
time), but because some coaches complained about having too many "trade offer
submitted" emails in their inbox. We could work around that by simply allowing
coaches to opt out of the trade notification emails.

Yes, this feature needs added back into the sim, I don't think too many coaches
will abuse this option.

Yes, to me it just added to the sim and I'd rather get too many offers than
forget to check and miss a proposal.
