I was just going through the recruiting results detail list verifying whether
my orders worked as I expected. Looking at some of the CB recruits who ran
before higher rated players (looking only at Fr) makes me wonder just what
determines when a recruit is run - I've always thought it was a combination of
talent and total points bid but that doesn't seem to hold strictly. Anyone have
a better understanding of this?

At the time, I responded followed by Andy's response to your question of player
ID being the order (Andy's point here is that the "new" players ID is the
assigned player's ID during the recruiting process):

That is the order they come out in, but it is not strictly based on talent.
It is also based on the total number of points being spent on the players -- of
note (from the DEL help pages):
The overall order depends on the players' skill levels (as determined by the
computer) and the number of recruiting points that teams are willing to use to
sign them.

Regarding the initial question, a player's new ID number is assigned when he is
taken. The ID number is the lowest unused number. So the order they were
taken is the same as being listed by ID number.
