If I have B rated and C rated players, how can I expect to compete against A
rated players. Do their rating ever change?

First, take the letter grades with a grain or two of salt. They are guidelines
always, not hard/fast indicators (same for the player attributes, actually).
It will depend upon the age of the players relative to the league for whether
they will improve. In college, all players will continue to develop (some of
course moreso than others), but if the players are already upperclassmen then
they will graduate soon perhaps before becoming useful. In the pros it is
similar, with players in their 20s having more upside than those in their
late-30s. Also, Tr rating can indicate whether players have more 'room' to
develop, with lower numbers meaning more potential development (note that that
is 'potential' -- not every player will get a lot better).

Is the ranking graded on a curve? So, if your B player improves in his
attributes and better A players graduate or retire, your guy ends up being
curved up to an A.

Nope, the grade is a hard and fast calculation based on the displayed ability
numbers. So, you only move from B to A by getting higher #s.
