I only have 2 scholarships and just have holes in my pitching staff. So if i'm
recruiting someone who would start and I promise PT to them and they doubts
playing time promise, is it better for them to doubt playing time promise for
this year or not doubt anything for the playing time promise next year.

If he's going to start for you next year and likely will be good enough to
start this year, I think you might as well put the current year PtP on him.

When I played the college football sim I was told it was always better for them
to believe a playing time promise for next year than to doubt it this year.

From what I've seen with baseball, I'm inclined to agree with Darren.
