Does anyone know why some times players take a long time to get 100 % rested. 
Pao didnt start last time his spot came up in a 5 man rotation because he was
at 50 %. Now in 2 games, his spot comes again and he is at 67 %.  Usually, if a
guy has 7 stamina with the way i only have starters pitch the 1st 6 innings. 
He is good at 100 % in 4 games.  Now it will be like 14 games since he last
pitched. Thank you for listening...

I don't really know the answer, but I always look at it as a small, nagging
injury. Not an injury bad enough to put him on the DL- though he might as well
be- having already missed a couple of starts. So, I don't know.... there
probably just really isn't a true answer...

This was likely a fatigue injury -- when a random injury would otherwise give
you an illegal roster they take a fatigue hit instead.
